Job Location: This position is with the Missouri Department of Natural Resources, Division of Environmental Quality, Water Protection Program, and will be located at the Lewis and Clark State Office Building, 1101 Riverside Drive, Jefferson City, Missouri 65101. This position does not have a remote work option, and the candidate must be able to work in Jefferson City, Missouri, Monday through Friday. The Department does not provide housing or relocation expenses.

Responsibilities

What you’ll do:

This position will focus on compliance actions as part of the United States Environmental Protection Agency (EPA) National Compliance Initiative to reduce and resolve Significant Noncompliance (SNC) for permitted facilities across Missouri and assist in strategic planning and coordination with internal teams to ensure maintenance of federal commitments.  

  • Contact and assist permittees with renewal of expired Missouri State Operating Permits
  • Assist in collecting updated permittee contact information for use in the Automated Notification System
  • Enter enforcement milestones in the Department’s database to improve data quality and transfer
  • Identify and enter an EPA database code for enforcement actions to prevent accrual of violations
  • Generate a list of permits with transfers of ownership that occurred within the past two years to use for resolving prior violations in the EPA’s database
  • Assist with data management needed to improve data quality and transfer between databases
  • Assist with developing targeted work plans for audits and inspections of National Pollutant Discharge Elimination System and Missouri State permitted facilities
  • Draft enforcement case closure documents detailing the enforcement actions implemented to resolve noncompliance.

Qualifications

Professional Experience to be Gained:

  • Developing communication skills amongst various audiences (i.e. public citizens, state and federal regulatory authorities, industry professionals, and attorneys)
  • Managing large state and national databases and developing the ability to “read the story” the data is telling and how that effects the application of state and federal law, regulation, and statute
  • Drafting legal correspondence
  • Collaboration techniques with internal and external partners to resolve complex issues and reach mutual goals

All you need for success:

  • Fisheries/wildlife, agriculture, environmental management, natural resources, geology, biology, or other physical science focus with data management experience
  • Master of Microsoft Excel, including the ability to develop visuals to display the results of analyses
  • Familiarity with environmental laws, especially the federal Clean Water Act
  • Project management skills
  • Understanding of SMART goals and performance metrics
